The Center of Urban and Regional Planning for Postgraduate Studies at the University of Baghdad discussed the Master’s thesis entitled “The Role of the Resilient City in Enhancing the Urban Safety Index,” submitted by student Abu Turab Ni’ma Muhammad, under the supervision of Professor Dr. Amer Shaker.

The thesis aimed to address the existing knowledge gap regarding the relationship between urban resilience indicators and the level of urban safety in Mosul. It did so by developing an applied analytical framework that connects theoretical indicators of resilience with dimensions of urban safety, thus enabling a deeper understanding of the role of resilience in supporting social stability in a post-conflict context.

The student adopted an applied analytical approach with an interpretive character, integrating theoretical and field frameworks to understand the relationship between urban resilience indicators and the level of urban safety in Mosul, a city emerging from conflict.

The results of the statistical analysis showed a significant correlation between some resilience indicators, particularly urban governance and community participation, and the level of urban safety. The results emphasized the importance of integrating social and administrative dimensions into urban planning to achieve effective safety in post-conflict cities. The study recommended adopting a flexible planning framework based on measurable indicators, activating participatory governance mechanisms, and ensuring the fair distribution of services, while suggesting future prospects for comparative applied research in other Iraqi cities.
