
Assistant Professor Dr. Ammar Khalil Ibrahim, a faculty member at the University of Baghdad’s Center of Urban and Regional Planning for Postgraduate Studies, participated in a workshop titled “Preparing the Implementation Plan for the National Housing Policy in Iraq (2025–2030).” The event was organized by the Housing Department at the Ministry of Construction, Housing, and Municipalities and Public Works. It was attended by the Ministry’s Technical Advisor, Engineer Ammar Abdul-Razzaq; the Director General of the Housing Department, Architect Mazen Abdul-Fattah Neama; various directors general and representatives from relevant ministries and government bodies; as well as representatives from UN-Habitat and the European Union in Iraq.
Dr. Ibrahim noted that the workshop addressed key issues regarding the development of Iraq’s housing sector. He explained that the first day focused on land management, with discussions centering on mechanisms to update housing standards in alignment with evolving urban, social, and economic conditions. The role of the Center for Urban and Regional Planning—represented by its planning consultancy office—in contributing to the development of these standards was also highlighted. The second day focused on housing finance, with discussions exploring practical mechanisms to support the housing sector and provide adequate housing for citizens by strengthening the private sector—particularly private banks. Participants also outlined the requirements and facilities needed to enable these banks to effectively contribute to financing housing projects and expanding access to suitable housing. The workshop concluded with a set of findings, recommendations, and proposals designed to support the preparation of the implementation plan and foster collaboration among relevant stakeholders. The ultimate goal is to develop a realistic, actionable plan that meets the housing sector’s needs and aligns with the State’s strategic direction in this field.
The participation of the Urban Planning Center comes as part of efforts to develop the national housing policy and establish practical implementation mechanisms that address housing challenges and strengthen partnerships between the public and private sectors, as well as financial institutions.
