The Center of Urban and Regional Planning for Postgraduate Studies at the University of Baghdad discussed the Master’s thesis entitled “Updating Planning Standards for Establishing Administrative Units” by student Hadeel Alaa Burhan, supervised by Professor Dr. Mustafa Abdul Jalil Ibrahim. The thesis aimed to develop and improve the standards for establishing districts and sub-districts using unconventional technical methods capable of accommodating the variables affecting this establishment, which will directly impact the effectiveness of spatial development. This is especially important given that the current standards for establishing districts and sub-districts, established forty years ago, are no longer suitable for the significant changes that have encompassed all aspects of economic, social, environmental, and political life.

The letter recommended the necessity of including a special provision in the law of governorates not organized in a region to determine the foundations and standards necessary for the creation of local administrative units, in addition to the procedures that must be followed by the competent authorities, as well as turning towards vacant areas because of the promising future of these areas, especially near new cities because of their distinctive expansion and planning capabilities, with a focus on the agricultural sector and preserving arable lands, because of the planning and developmental dimension of these areas, and focusing on new cities as they constitute a focal point for the creation of new neighborhoods or districts.
