The Urban and Regional Planning Center for Graduate Studies hosted a workshop entitled (Program and Performance Budget) organized by the Financial Affairs Department at the University of Baghdad Presidency in cooperation with the Quality Assurance and University Performance Department, dedicated to assistant deans in the university formations and directors of all financial departments. The workshop aimed to study the features of the program and performance budget in Iraq and the mechanism for its implementation at the university after moving from the item budget to a budget based on goals, improving the efficiency of public spending, enhancing transparency and accountability, and thus motivating the institution to improve its performance.
The Director of the Financial Affairs Department at the University of Baghdad, Assistant Professor Dr. Najlaa Sada Hassoun, stressed the importance of evaluating the university’s work to prepare its specific budget according to schedules planned by the Ministry of Higher Education and Scientific Research, which include the axes of undergraduate and graduate studies in addition to the scientific research axis. The schedules specified the types of activities and their required materials within the specifications and types, specifying the quantity and total amounts allocated and the period for their completion for the year 2025, with the importance of securing the salaries of all employees after the schedules are received from the formations.
The Director of the Control and Auditing Department, Dr. Haifa Youssef Suleiman, highlighted the importance of including data on the number of faculty members and employees, as well as the number of completed and planned research, lecture fees, supervision, and evaluation of theses and dissertations, in addition to courses, workshops, conferences, scientific journals, and other details to be able to determine their budget for each year. This workshop comes within the directives of the Ministry of Higher Education and Scientific Research to prepare a document for the draft budget of programs and performance for the year 2025 within special forms and in accordance with a guide prepared by the Ministry.
