Assistant Professor Dr. Ammar Khalil Ibrahim, a faculty member at the University of Baghdad’s Center of Urban and Regional Planning for Postgraduate Studies, served as a member of the Master’s thesis defense committee at the War College of the University of Defense for Military Studies.

Dr. Ibrahim noted that the thesis, titled “Enhancing E-Governance to Develop the Iraqi Military Institution in the Era of Hybrid Warfare,” aimed to formulate a strategic vision for strengthening e-governance within the Iraqi military. The study sought to ensure increased administrative and operational efficiency and to bolster the military’s capacity to respond to and counter hybrid warfare threats. It assessed the current state of e-governance—evaluating existing infrastructure and digital systems within the Ministry of Defence and Iraqi military institutions—and identified key technological and organizational gaps. Furthermore, the research analyzed the dimensions of hybrid warfare (cyber, informational, psychological, and non-traditional security) facing the Iraqi military environment and their impact on national security. It also outlined the requirements for a secure digital transformation by identifying the technical, security, and legislative measures needed to implement e-governance without compromising the confidentiality or integrity of military data.

Finally, the study measured the impact of e-governance on decision-making speed and operational flexibility by examining how electronic systems reduce administrative bureaucracy and improve information flow between command and field units during crises and hybrid conflicts. This discussion represents a significant academic opportunity for dialogue and the exchange of perspectives on urban planning regarding a topic linked to one of the most prominent contemporary challenges: leveraging e-governance to develop the military establishment and enhance its capacity to address the demands of a changing security and technological environment.
