The Center of Urban and Regional Planning for Postgraduate Studies at the University of Baghdad organized a training course entitled “Fire Safety Planning in the University Environment.” The course was presented by Dr. Anis Ziyara Muhi, Head of the Civil Defense Unit, and Dr. Bushra Yassin Ali, Head of the Ibn Sina Unit.<\/span><\/h4>\n

The course aimed to equip university staff with the scientific, practical, and legal knowledge to understand and manage fire risks in accordance with Iraqi legislation, through practical field exercises simulating real-world scenarios within universities.<\/span><\/h4>\n

Dr. Muhi addressed the most prominent causes of fires in educational institutions, which stem from electrical appliances and heating systems, as well as worn-out wiring and the absence of alarm and firefighting equipment such as fire extinguishers and early detection devices. The course addressed fire behavior within buildings and its causes, starting with horizontal and vertical spread, as well as the phenomenon of sudden ignition and electrical overload. It also covered improper storage of chemicals and the absence of alarm systems. The course further discussed fire classification and extinguishing methods, such as solid material fires, which can be extinguished with foam extinguishers. Liquid fires, such as those involving gasoline, can be extinguished with carbon dioxide or dry powder extinguishers. Fires involving electrical equipment should never be extinguished with water; instead, carbon dioxide or dry powder extinguishers can be used, as with liquids. Fires involving flammable metals, such as magnesium, require specialized extinguishers containing a specific dry powder, different from those mentioned above.<\/span><\/h4>\n

The course also presented images of fire prevention and protection systems, such as smoke and heat detectors, automatic fire suppression systems, carbon dioxide systems, and portable fire extinguishers. It emphasized the importance of professional evacuation planning, including calculating evacuation time, determining occupancy levels, identifying emergency routes, and managing crowds. For her part, Dr. Ali pointed to the laws and regulations pertaining to educational institutions, such as the Civil Defense Law and the directives of the Ministry of Higher Education and Scientific Research, in addition to Civil Defense Law No. 44 of 2013, which aims to protect lives and public property from the dangers of fire, accidents, and disasters. This includes holding those responsible accountable based on reports from specialized committees regarding the causes of fires and the availability of safety requirements that must be observed in the design and equipping of educational buildings from the outset. <\/span><\/h4>\n

A written emergency plan must be in place, and twice-yearly training exercises must be conducted on evacuation plans and firefighting methods. Regular maintenance of electrical equipment and fire extinguishers of all types is also required, ensuring their systematic distribution throughout the buildings and their corridors.<\/span><\/h4>\n

During the two-day course, the trainees toured the center’s facilities to familiarize themselves with emergency and evacuation exits and to identify the locations of fire extinguishers for use when needed.<\/span><\/h4>\n","protected":false},"excerpt":{"rendered":"
